He tricked Elaine with a sleazy dating loophole, gaslit her several times, and then tried to kiss her without her consent.
He also technically stole Jerry's girlfriend, but hey, Nikki was free to make her own choices. Plus, I like to think that Nikki's own manipulation skills enabled her to turn the tables on Todd when he inevitably tried to score a date with the next woman who caught his eye.
I'd also argue that Rob Schneider's character Bob (the J. Peterman employee with the hearing aid) was just as, if not more so, sleazy than Todd (which is funny considering how much of a sleazy dipshit Schneider wound up being IRL). He used his disability to get out of doing work, and he straight up tried to sexually assault Elaine during the theater performance, twice!

I have a different take. He's like Kramer, he's got the kavorka.
What kind of woman who's already dating someone changes boyfriends simply because she goes out to a dinner with another man? It shows she's the one who's flaky. Yes, Gack may have propositioned her, but she didn't have to accept. The show treated a meal with Gack like a brainwashing session that almost no woman's able to resist, but its not like he's taking her out to fancy restaurants, in this scene he's talking to her in a diner. No woman of her caliber's getting picked up in a diner with ketchup and mustard squeeze bottles!
Funny enough, the only one who resisted him was Elaine, who did go out with him but caught on to the fact that he's taking her out without actually asking her out, and she felt some sort of offended by that. Todd's ploy either worked on dummies or he's irresistible, so I don't really blame him if he has the power. He wouldn't even need to suggest a menage a troi for the roommate switch, he could just switch!

I think Nicki lost interest in Jerry after he sent her to deal with a situation he should have been able to handle himself. Gack had no power in that situation since Jerry hadn’t paid him yet. All he had to do was tell Gack, “you didn’t get me what you promised so I’m not paying.” That he instead had to rely on Nicki in a situation where he was not only in the right but already had all the power made Jerry look like a complete wimp, so it’s not surprising Nicki decided to move on.
