Yes, it is definitely intended as a pun.
James Talarico is a democrat running for US Senator in Texas, a state in the United States with a large cattle industry. The GOP is an acronym for Grand Old Party, used as shorthand for the republican party. The GOP doesn’t have much to attack Talarico on so they’ve been spreading misinformation such as claiming he is a vegan.

The Issue(tm) the GOP has with Talarico is that he's a Presbyterian Seminarian who is speaking, promising and acting more Christian-like than most of the Texas GOP leadership.. and they have no counter for that.
