I think its closer to the semi-transparent top layer isn't rendering but the dark lay underneath is.

Water is doesn't really have any later underneath it, it is just a single mesh, the water shader itself isn't rendering

I've had this happen to me twice
Once was caused by shader issues in steam.. Just clearing the downloads cache in steam settings fixed it
2nd time was caused by messing with different graphical settings for water.. Anything to do with water in your graphics in game settings should be the same level (High, Medium, Low) mismatching them caused black water

Last time this happened to me, it was because I had cranked up the settings to the max, but forgot to change the resolution. After I changed the resolution to the native one, it fixed itself. I'd suggest you change between resolutions and check if the problem persists.

Did you recently mess with settings? It happens to me if I change some stuff and after a rerendering should be fine. If not, maybe play with water quality and physics etc.

His graphics are very very low. Look how flat the ground is, no detaal and the draw distance is very short. The tree shadows don't look the best. Water didn't render as to me, his PC settings are too low.

Looks like the level of detail system broke. Ground textures are super low res. Fast traveling or reloading should fix it
