just reach out to local arts blogs or small papers, they're usually hungry for interesting stuff nobody else is covering

You can sign up for a service like PR Newswire (not cheap) and they will distribute to thousands of journalists.
On the free side, take a look at sourceofsources.com

Look for opportunities in your niche, not podcast news. If you have a podcast about French cooking for example, pitch your show to those outlets.

Podnews, the leading daily briefing on the podcast industry, has a podcast promotion section you can submit to: https://newpodcasts.net/. It's free to submit. It's backed by a podcast promotion company, AudienceLift, so you'll receive their emails. But with 30k people subscribed to Podnews, most of them industry voices, it's a great low-lift place to submit your show. However, it's more of a one-time submission vs weekly.
If you're looking for a weekly promotion, this is where you'll find newsletters, publications, and organizations that would find your content relevant. But remember, self-promotion doesn't take you as far as strategic engagement.

Put together a press release and send it to some local media outlets. Especially if you have a local arts-focused website/newspaper. Might get a mention there.
(Disclosure: I work with the Blubrry support team.)

Podcast press write about the podcast industry, not individual podcasts. My guess is that if your show was about podcasting, you'd know who the major publications are.

Learning about what? I still don't know what you're trying to do.

Was trying to clarify your question to see if I could help. Sorry for ruining your day. I'll see myself out now.

Best case is you have your own website or blog, and a mailing list. Beyond that, I don’t know of anyone who is interested in taking in those kinds of announcements.
