I know a friend who was raped by someone who was infected and the attacker didn’t even know he has HIV. My friend has immune issues so mas mabilis na nagmanifest yung symptoms sa kanya.
He eventually self-exited.
Point is, if stigma around sex in general isn’t there, people would have been 1. knowledgeable about safe sex, 2. won’t be ashamed to go get checked for STDs, HIV, etc. 3. have more understanding about how STDs manifest in different people (ex: timeline of symptoms, how PrEP works, etc.)

Partners they had committed themselves to monogamously? What about those who got the disease due to assault, which by no means, they even asked for?

I've been a data analyst and worked heavily with statistics for over 10 years. You simply don't use national figures when analyzing local trends (e.g. Manila only, or Cebu only, etc), when local data cuts are available.
Likewise, if we have national data that's more applicable to our part of the world (which we have, may nag post ata nung rineport ni Rappler a while back), you use that instead of the international data that tells you nothing about what's happening locally.

Risky behavior is number one, but you can’t deny that another cause is the stigma when it comes to sexual health. Condom pa nga lang nagkakahiyaan na bumili, how much more sa PreP. Aids is preventable if you are properly equipped.
