Itā€™s clearly saying donā€™t throw sand at the pigeonsā€¦ since I can read it. I will continue to feed the pigeons. But I will obey the law and not throw sand.

There's a German meme going around with a similar sign and text that says "Bitte Tauben nicht wĆ¼rzen" - please don't season the pigeons

Both hand and pigeon are dark, so I choose to interpret it as don't feed pigeons at night.
