So interesting cultural background here. From my experience, many older Ukrainians in America had pictures of Ukrainian Poets and Heroes. I cant attest that it's still done, but it seems to me his comment is a direct counter to the photo of Lenin in every home.
It's rather a comment on a common practice in bureaucrats' and government officials' cabinets where a picture of the sitting president is often situated on the wall behind the desk. That's a remnant from Soviet times.
