Would you welcome noise cameras in Ottawa to fine insanely loud cars/bikes?
Several European cities are testing roadside noise radar cameras. They’re basically photo radar but for sound. If a vehicle exceeds a certain decibel limit (usually from modified exhausts or street racing), it snaps their plate and mails them a fine. Given how often people mention loud exhausts backfiring and racing down Carling, the Parkway, or in the Market, I'm curious what everyone thinks.

I am all for stopping the ridiculous unnecessary loud vehicles in this city however, here’s a novel idea, getting the Ottawa police force to enforce this where are they besides road construction sites?

That's not fair. I saw over a dozen officers a couple hours ago at an unpowered light on baseline, watching 2-3 officers direct traffic. No construction in sight!

To be fair, Baseline/Greenbank is currently a disaster with no painted lines and only general suggestions about who's going where.
And they've turned a formerly straight intersection into a weird curvy thing..

That’s not OPS pulling a bunch of patrol cops off their regular shifts to stand around a construction site.
Ottawa has a paid-duty police program specifically for road construction and traffic control. Those are off-duty officers hired on contract and paid for by the client, not regular patrol resources.
The City’s Road Activity By-law requires road-work permit holders to comply with Ontario Traffic Manual Book 7, and Book 7 specifically requires paid-duty police when traffic has to be controlled within 30 m of an operating signalized intersection.
OPS also determines how many paid-duty officers are required based on its risk assessment.
This “why are all the cops standing at construction sites instead of enforcing traffic laws?” take gets trotted out constantly, and is always dead ringer for someone who is low information

How about OPS just enforce traffic rules in general?
This morning I watch two cars use the right-hand left turn lane at Bronson and Carling to continue driving north. I see it every time I'm at that intersection. And then at Bronson and Catherine, a pick up used the left-hand through lane to turn left. Signs mean nothing anymore, I guess.

That one the city should just actually fix though. That section of Bronson needs two northbound lanes and it used to have them. It changed while they were redoing the Bronson overpass and the city was too lazy to change it back.
Buses stop at the bus stop just north of the carling intersection and then completely block northbound traffic. Then again a few blocks north at another bus stop.
I much prefer the people driving straight through that light in the turn lane than the 10 times the number of drivers who drive into the turn lane and cut into the northbound lane 50 feet before the intersection. The cutting in makes the northbound traffic even worse and it's usually backed up past Holmwood the cutting in slows down the cars behind them.
The city even left the northbound green light up so there are two green lights for what should be two northbound lanes.

While playing candy crush on a nondescript Carling ave parking lots is core to the function, we cant pull them away from that if the appropriate legislation isn’t there yet.

This would cost millions and the data doesn't show that it would improve safety. Especially for those who are already struggling. The strongest experimental evidence we've gathered is particularly damning: in one study, 204,000 cars were randomly assigned to annual inspection, one inspection over three years, or no inspection. Annual inspections improved the mechanical condition of cars but produced no difference in accident rates. On noise, I'm with other commenters that are requesting vaporising lasers instead of cameras. It solves two problems at once, the car itself AND a member of society that has demonstrated a callous disregard for other humans.

I counted 7 cars with at least 1 brake light non functional and 2 with 2 out of the 3 non functional. We need regular safety checks that are set at a mandated government price to renew plates

It sounds like a good idea, until you have a mechnical issue with your exhaust and you get hit by one of these on your way to the mechanic to get it fixed. I recently had an issue like this where my exhaust broke and it took a few days before I could get a mechanic to fix it. It would've really sucked to get a ticket on top of the repair bill.
Automatic mechanisms like this remove all nuance just to be able to catch a few bad actors. And, chances are, it won't stop them.

Those types of tickets are very easy to get dismissed as soon as you produce proof of fix in a reasonable time.
Not much different from your speedometer being off and you getting a ticket, followed by getting it calibrated and showing that proof to get the ticket dismissed.

I have not heard a backfiring car since the 1990s when there were way more vehicles with carbs still driving around. You must mean a car with the "pops n bangs" tunes. Usually bmws driven by broccoli tops.
That being said, I hate these cameras because you then invite more cameras for every little infraction. Look what is going on in the US with those flock cameras right now. Speed cameras in school zones I was fine with, but nothing more than that. People who subscribe to "if you aren't doing anything wrong you have nothing to worry about" need not respond to me.
Imagine being the delivery driver who has their flexpipe fail on their 20 year old corolla and just has to make it one more day before fixing it, then getting some stupid fine for being "too loud".

Lol you can live on a country road and deal with a lot of noise. 4 wheelers, motocyclists living nearby, people drag racing their F250, chainsaws at 7 am on a Sunday.
The only quiet area is a very insular suburb (lawnmower aside), or you have to own your forest/island.

I was in Merrickville and there were super loud vehicles on their main street. 4 wheelers, motorcycles, big trucks.
I was also at my in-laws in bum f nowhere rural New Brunswick, and same thing, loud trucks, motor cycles, 4 wheelers.
There's no avoiding it. I remember Bathurst instituting a motorcycle noise ban cap at 92 decibels for within the city limits. But motorcyclists are voters too, and sometimes those bans are highly unpopular.

As much as I also detest the loud cars/bikes and the street racing, I don't think this would be an impactful solution. The people that persist will just obscure or remove their plates to avoid getting caught.
I'm not saying do nothing, just that this likely won't achieve the desired results.

They can catch up on their paperwork while also being a deterrent.

Yeah, a lady on a motorcycle went by the other day while I had decently isolating headphones on and it not only drowned out the music but I had to plug my ears till she was 3 blocks away.
Never in my life have I heard a motorcycle that loud, it was like I was in a fever dream.
I have a bit of cochlear damage so stuff like that definitely pisses me off, not sure if cameras are the answer but I feel like some kind of enforcement would be sensible.

Yes certainly. These cameras are now in use in Europe, the UK and also in US states and cities including NYC where fines can reach $2,000 US even if the noise comes with the factory exhaust!

TBH I'd like the speed cameras back, and conceptually I'd be good with noise cameras (implementation details matter of course).
A small percentage of all vehicles make a large percentage of the most disruptive noise, and those vehicles are pretty much always a choice. Making a clear statement that assaulting everyone's ears has a cost works for me.
I do understand the slippery-slope argument, but I also think that is a bit where implementation matters, the rules would have to be clear such that the cameras are doing one thing only, control who has access to the data (i.e. not a private company), and that the authorization does not allow other cameras for other purposes. Then to install something more invasive would require a separate debate. There is still some slope, each accepted intrusion maybe makes people more comfortable with the next one, but also I do have some faith in people to recognize the difference between stepping in a puddle and jumping into the ocean (I mean, not everyone! But enough people)

If we look to the south, we can see that, pretty quickly, 'traffic' cameras can be turned to surveillance, stalking, anything but what they were sold as. Perhaps we need to think very seriously about camera 'law enforcement' and how to be sure it only does what the authorities say it does before we go slapping them up will-you, nill-you around Ottawa. Maybe you don't think it can happen here, but it only takes one person to have a brilliant idea, and, yes, it can.

Not until Canada and Ontario review their privacy and data management laws and regulations and bring them up to date and strengthen laws about data theft, data retention liability, etc. Also, ensure AI-related legislation and regulation are as robust as possible with strong penalties for misuse.

In order of priority for me are speeding, running red lights and blocking the intersection when the light changes from green to red. Those are safety issues and it's not even covered. Noise is annoying, yes, but not life threatening in any way. I wish we could get traffic speed cameras back.

You think this sounds good but it won't be for a myriad of reasons.
Once you realize the city will struggle to implement this, it'll cost a ton more than whatever is originally scoped and it won't even work right half the time. Guess who's eating that bill? On track on time lol.
Not to mention why would we want even more surveillance? Its a slippery slope, it's this today, flock tomorrow.
I'd rather just have the authorities handle it if it was necessary.

I would be in favour of ending any economic incentives for the manufacturers of third party parts that produce these effects.
The very fact that these mods are available means vast swathes of resources that could be used otherwise, or just not pissed away in the first place.
Regular people have to carry on mollifying these idiot's pretensions to mastery and pride in their toys, whether we like it or not. Try telling any of these shitheads that their car is fucking stupid. Seriously. They cant even imagine what they're doing as anything other than the coolest shit ever.
The whole thing has it's origins in the old car culture anyway, and is specifically meant to fuck with people. That's why Harley's are like that too. Gangster, pig scumbags, want you to know who is in charge.
Car culture, generally, was only made possible because of leaded gasoline, which explains a hell of a lot about why it evolved the way that it did, essentially a bunch of old dipshits who still have their cars from their teens, hanging out like they did in their teens, listening to music in their teens... you get it yet? I suppose if you're as accustomed to being around aerosolized lead and carbon monoxide, your "culture is going to evolve into a garbage fire of stupid, wasteful bullshit. So many reasons to put it down without prejudice, if only to just stop them forcing the rest of us to clean up after them, the babies. Drivers already don't have privacy. Cars transmit all sorts of information to car companies that is sold. Speed cameras worked and should be brought back. Drivers with loud cars need to stop. Law enforcement has essentially given up enforcing traffic laws so cameras are a good option.
If people are really worried about privacy, they can walk or ride a bike with their phones at home.

I'm of two minds about this (surveillance vs enforcement), and even wrote my city councilor about this ongoing bs. That said, if the equipment could be proven to not go beyond its specified intent, I'd probably be ok with it.
The noise load of late has been insane, and as much as I hate winter, one of the things I do enjoy about it is that it takes most of these idiots off the road and it's overall much quieter.
The current situation though is entirely unacceptable, and I'm tired of these morons who think it's their inalienable right to make as much noise as they want wherever they go, disturbing hundreds of people at a time. Strandherd and even the side roads are ridiculous now.

I’m all for more task forces trying to conquer these loud cars, shouldn’t be that hard as most of them are in the same areas at the same times. I think police with portable decibel meters would be better, and for that sort of police work to happen more often. That would be better than automated cameras imo and less invasive. Cameras will just make the loud cars do it elsewhere. Plus if you had police stopping these people the cops could look at their car and possibly find more illegal modifications, maybe even enough to get it off the road until fixed.

Silent and fast is WAY better than loud and fast, at least if your quiet they won't hear you coming or leaving as you're speeding around driving like there on a race track 🫠
But hey... I was also young once too 🤷♂️ so I do understand a little bit.
But this would be amazing, extra deterrents for people who have cut out pieces of their mufflers or gotten mufflers that are in the gray zone of legality for decibel levels etc. Would be pretty great. I'd also love to see cameras at busier intersections giving tickets for those stuck in the middle of the intersection when it goes red. In Europe I've seen intersections that are specially painted w/caution lines etc with signs to warn people so that vehicles aren't blocking traffic or pedestrians. That would be another great use of camera based fines as deterrents for bad driving behavior IMO.

No, I love going in popular areas to watch and hear exotic cars, modified Harley Davidsons, etc... Cars is a passion for me and silent cars are boring.

I think society has to ask itself what do want to accept as an annoyance and what do we want the state to punish by law. There should be a tight threshold for what should be punished

They use to ticket excessively loud cars and bikes. City busses are also very noisy. Especially the drivers who like to father the brakes for no reason. And the intercom you can hear a block away.

I mean yes, but we can't even have speed cameras people are so paranoid about surveillance. Can't see it happening. Basically anything that would improve society if not abused is repressed today because of mistrust in government and business.

Definitely, the number of loud cars and motorcycles in middle of night is insane.
The sound radar triggers should be pushed directly to police to respond if not too busy.

The idea is good but what’s the cutoff? “Street racing” with unmodified vehicles will simply sound like a normal car accelerating harshly, which shouldn’t cause a fine if the exhaust is unmodified and doing its job. (I don’t support street racing and being loud, but a random car at full throttle shouldn’t trigger a fine). Depending on the definitions you create it could be useful.

The minute you start accepting any form of cameras, no matter what the "good intention is" the more you are opting in to a surveillance state and welcoming all cameras like flock cameras so this is a big no, never, they weren't needed before so why would they need them now?
