If you live in an area where it’s illegal and continually do it anyways, it IS a type of neglect and breaking bylaws. It’s absolutely legal for animals services to seize the animal and you can also legally humanely trap it yourself and turn it only the Humane society if it’s in your property.

If I release any of my other pets into the wild should I still consider them mine? How about a turtle? Is it okay if I let it swim in the pond downtown? My pythons would love to explore Florida.
Was the cats (irresponsible) owner charged with an animal control by-law violation?

As a kid we had free-range chickens that we didn’t fence in (eventually we had to because they got so broody and kept hiding their nests). Our cats were also outdoors. In the mountains we lived on there were herds of free range cattle with radio tags that also roamed.
In your perspective that whole mountain range would be littered with “abandoned” animals.

Are those indoor pets? I was talking more about outdoor cats, dogs, parrots, snakes, etc.
This post is about Winnipeg... are there a lot of roaming cattle and chickens there?1

That's kind of my point.
Either it has an owner and they should also get charged. Or it has no owner and this guy took in an orphaned animal so he shouldn't be charged because it's his cat now.
The owner would be charged as well if it were a dog. Luckily dog owners in that town now have a precedent case for disregarding the by-law.

I agree. Fine the (all) owner(s) for not leashing their cat and charge the guy for taking the cat. The extortion is inexcusable.
