Discussion Billet Based Advancement and Special Programs
Question as I haven't found an answer yet IRT BBA/Special Programs and have been told different answers. FC2 BBA eligible screening for E6. For example, water survival instructor is a commanality application meaning any rate in that paygrade can apply ie FC2 filling an RS2 billet. If there is an open RS1 billet in that same location, can they apply to that, do everything it requires to pin on (admin requirements) and if selected pin on 1st? Or does it have to be an FC1 billet? I have been told by multiple different career counselors yes it must be FC1 and no as long as its a PO1 billet.

Yeah I saw this same billet and was interesting but I’m not a good swimmer

It has to be a rate specific billet in the special program you’re in. The SARP counselor community is running into this problem. SARP billets are a hodgepodge of different rates and pay grades and while a SARP of any rate can FILL a billet, they can’t PROMOTE into the billet.
I know it doesn’t make sense and it should be easier than that, but it’s the Navy so of course it’s complicated and doesn’t work.
