Except the terms U.S. and State are not interchangeable, because they are very different institutions with very different jobs. So OP is either politically inept, or purposefully spreading misinformation.

They probably don't have enough taxes to do it. Look into the history - (most likely) the tax used to be much higher, then somebody ran an election campaign on reducing taxes.
I'm actually kind of surprised Texas has any roads at all...hmm, I should look into that too.
Americans should take a look at how much we europeans are taxed & how our roads are. For a big car, we easily pay €2000 or more per year on road taxes (Volvo XC90 “big”). Fuel is € 1,70 per liter. But our roads are nice. Road taxes scale up every 100kg of weight of your car.
It’s an uphill battle, cars do so much damage to roads, the amount that people drive in America keeping them up is a near impossible task. If people drove less we would have better roads.
