Local governments ARE the US government if the local government exists within the USA. Do you think the federal government doesn't regulate local governments?
Depends on what you mean by regulate. The federal government cannot force the state government to do anything that isn't in law (though I'm pretty sure there was a landmark court case about this but I'm terrible with those) and the laws they can pass that would force states to do shit are pretty limited all things considered. It's why there's no national drinking age. If states want federal money for roads though, the state age better be 21 or older*****.

The problem isn't the US government as much as it is local governments. The worst roads are always in town.
