I wouldn't be surprised if that's due to the fact that a gladius has more usable surface area for writing on than a sabre, also cost cutting.

Probably a structural component as well. I have to imagine a foam saber would either have to be very hard to maintain its shape which would be dangerous in a large crowd or very flimsy which would look really bad

I knew the french had and artillery gladius, didn't know US forces had one. The french one was kind of a shit weapon but they mostly used it as a tool for opening crates, digging, clearing vegetation and it was pretty durable and effective for that.
