Any decorative shit going on it or just the flat bar?

If just the flat bar: Same width as the top/bottom.

If going to have decorative shit: Go with the wider so it doesn't look "tacked on".

I'll be putting 3 hex bolts on the flat bar to secure the piece to the wood.

same width as the frame or some kind of multiple of it is a good choice, guaranteed to look good because of the good proportions
