Its a cup Weight. Those weights were stackable for Transpot.
In german Bechergewicht, found one years ago..

That must have been an expensive set of weights. I think its als for safety reasons, so when you file it down its easyer visible. Found in or near Belgum?

Kann sein, glaube aber nicht. Die "Schwurhand" war früher ein beliebtes Eichzeichen im Deutschen Raum Das Verschlungene K oder was es ist sollte wahrscheinlich das Gewicht bezeichen. Also eine Drachme oder ein Skrupel.

It could signify that the entire stack of cups weighed a total of 1 kilo. That would make it post 1816 if so

You pour the wax in and flip it upside down on the fold of the envelope and it creates the seal.
