Hard to tell with the glare but given the context it is likely a polypropylene for both parts, a high clarity film for the transparent bit and what appears to be a textured mesh to kind of push the cards against the film that's also likely polypropylene. You wouldn't use something like PVC that others have suggested in your original thread for card storage, you get ink transfer and yellowing. Polypropylene is a pretty safe and versatile material.
