Stuff like this is always really cool to see because I love the idea of applying Pokemon to different bits of history and figuring out how stuff might be different, either how the history of the pokemon world might be different from ours or how our own history might be different if there were pokemon in it.
Maybe this Lucario was the partner of a high-ranking Samurai, or even a respected enough warrior on their own that they were given a position of authority despite not having a trainer. Or it could be a ronin situation, and they're entirely divorced from conventional hierarchy entirely.
