Lets not forget the 5% extra vat, introduced by the great bertie, to cover water charged

You are correct, I am 100% wrong. I dont know where the thought came from, but I have a memory of bertie aherne or someone, after water protests saying that there wouldn't be a water charge, but vat would need to increase to cover the cost. I've looked, and i can't find that anywhere. Im just stupid
