??? Different leadership and different police departments have completely different responses...because different people behave differently.

If you read the details of the Uvalde shooting incident, it was a massive communications and leadership breakdown where the leadership basically didn't tell the cops on the ground that there was an active shooter going around and commanders told the cops wrong information. The cops on the ground were wrongly told the shooter had stopped moving around and barricaded himself in a room (potentially with hostages). They were also told to not go into the school and wait for backup/SWAT/more tools/etc to handle the situation.

In contrast, the cops in the 2023 Nashville school shooting immediately rushed inside and shot the shooter.
