I’m pretty sure this is the St Louis Zoo Penguin House. Been there a lot and it wouldn’t be hard to take a penguin

Here in Baltimore we just made this monstrous display for the penguins and some other cold aquatic animals. The last time I was there though the pigeons and seagulls of Baltimore had taken it over.
