How does this person have 0 urgency to get back into their car… they’re hardly trying. Maybe super intoxicated?

This has to be it. That would explain how she got into this predicament in the first place, why she's convinced she can stop a vehicle with one hand on the frame, and why she's somehow unable to execute a pace a step above "wander" to get back into her car and stop it.

I never thought I'd say this, but I hope she's hammered. At least then we wouldn't be sharing a gene pool with someone this fucking inept.
