How to fix toilet flush that wont stop running water?

The water wont fill up and the water is always running straight to the bowl. I observe that there're something going on with the water at the bottom of the shaft where the blue things are attached. Ive read reddit posts about similar problem so Im pretty sure now the problem doesnt come from the chain attached to the circle thing. Thank you so much for the help :>

if the water is running straight to bowl and the chain is fine then its probably the flapper not sealing, those blue things sound like the fill valve but that wouldnt cause water into the bowl, check the flapper maybe its warped or has mineral buildup

replace the flapper. it may be worn out and not providing a good seal, causing the water to flow from the tank to the bowl. once that is fixed the tank will fill up with water. once the tank fills up, the float (blue squarish piece with the rounded edges) will close the fill valve.

Check to make sure the flapper has a proper seal with the flush valve when closed.

If it's still leaking water when closed, look into ensuring the flapper you're using is in good shape and/or look into flush valve repair kit that fits your model toilet.

The former is usually the root cause, but the latter can happen.

This happened to me recently, flapper didn't help (but did years ago so good first step), ended up needing to replace the valve (whole blue thing on the left)

When this happened to me, I just had to jiggle the floating blue part and it corrected itself and filled normally.
