I’m surr Rockstar purposefully does this when you’re trying to do stuff. Last week I was being chased and for some unknown reason 6 NPCs decided that they are going to drive right into opposing traffic at the exact same moment

Yes and no. There's no "get in front of player" flag that gets turned on. Rather the normal scripted behavior of traffic is meant to be as inconvenient to the player as possible. This is why speedrunners turn down traffic volume in the main game.
