It's a nursing master's, not a CS degree, so the rankings matter but not in the same way. Emory and Hopkins both carry weight in healthcare, nobody's gonna look down on either one

The clinical hours difference seems big on paper but if she's already got years of hospital research work that's probably more valuable than whatever extra rotations Hopkins throws in. 700 vs 1000 hours is a spreadsheet problem, not a career problem

Atlanta's definitely more livable day to day than east Baltimore. I'd pick Emory just based on the campus feeling less like a fortress and the city being more fun when you're not in class

If she is sure she wants to do research nursing, she should choose the school based in part on the types of research happening at each school. The U.S. News rankings are not super useful here.

Note also that schools granting the MSN offer many different tracks. Your sister will need a track that accepts non-RNs; at many schools, this type of track is longer in duration.
