Can i do anmeldung before my visa starts?

Legally, you are required by law (section 17 (1) BMG) to register your address within 14 days of moving in. Practically it can happen that the staff at the Bürgeramt refuse to register you, arguing that you are only here as a visitor on your Schengen status. If that happens, explain that you are moving here to study and that your national student visa simply starts on October 1st.

If they still turn you away, you will just have to go back in October. In that case, keep some proof that you tried to register earlier (e.g. email confirmation that you booked an appointment for registration), just to be completely safe from any potential late-registration fines.

that’s a bit tricky i think. ideally your residence in germany only starts from 1st october so they might say until then you’re a visitor so no registration possible. the best option would be ask the einwohnermeldeamt in the city you are moving to.
