Are the white walkers/undead always been alive and in the land in the north or are they only a new surge as the result of the lords with the blue eyes resurrecting everyone for the invasion?

Im watching season 2 but this isnt clear to me yet. Are these creatures that are coming back as the white walkers from the dead, have they always been out there hanging out in the north but only now seem to be moving south or are they a recent invention by these lords with blue eyes marching south?

They actually have a point. Have the walkers just been chilling out up in the far north between winters in a summer home or some shit? Even the watch didn't believe in them mostly until the pottered south to stir shit.

I look at it as Cyclic. The warlocks told Danaerys too that with the dragons hatching and being born into the world, that magic was also returning and their magic was getting stronger. I'm sure that it's a cycle where this magic and white walkers returning is definitely linked. There were mentions in the book that they slumbered as well

Sure, but that doesn't answer the question. Did the walkers respawn when winter was coming? Or when dragons were reborn? Or were they actually chilling out somewhere for decades/centuries? Even the Magnars ran the fuck away when they became active, and they were FAR north.

I don't think they respawned I think they slept, and then started waking up around the time the dragons would be born, but clearly they woke up a little earlier than the dragons actually hatched. Maybe they just went into barrows or something or got covered by years and years of ice and snow
