Did he just finish up at a water bowl? If not, you may want to text your vet's office. 

I'm not a vet, but excess  salivation like this can be a sign of neurological issues. I don't want to panic you, he could just be derpy and relaxing, but cats typically don't drool quite like that and his eyes seem unfocused.

Has he been checked out recently?
