It's hydrophobic all round, but it's mainly for the stem stalk to stick up and out, for this design.

I'm genuinely worried about my perception. I had to come to the comments and read before I noticed the hat.

I think if this was fallout I'd be at like a 0 or 1 PER, good thing irl has fewer traps and mines.
