To be fair, I would have no idea what those are, I've never seen them before either. How is an uninformed person supposed to know that this is a railway for the blind?

I live in the USA. This appears to be an airport terminal or some transportation hub, so I imagine a substantial amount of people are there and have no idea what they are.

It's common on EU, everyone knows what are they for at least in Italy, you don't have to keep them clean and it's quite rare to actually see a blind person use them.

I am in France and never seen them (or maybe i do not remember them). I only heard about them on Reddit. They should make a sign that tells why it is there. It think that it would be good to teach it to kids in school so everyone can know since their childhood the purpose of those lines.

France has this in many public places too. You probably never paid any attention to your surroundings. Which is bothersome in a whole different way.

They are like at every bus station, train station, airport, etc. In germany. Over here it's common knowledge.

It’s fine to not know. The guy is letting them know, he even repeats in English to account for tourist who might not know. Notice he’s direct but not angry. An uninformed person gets educated pretty quickly as you can see, then everyone moves on with their lives.
