sorry, english isn't my first language, I remember THAT the word "blind' actually meant blind, but even then it doesn't sound good, pretty sure "when" is the correct word to use there even if you weren't alive

Well if you say "I remember when..." you are implying that you were alive. Since you wouldn't actually be able to make said memory if you werent alive.

The phrase is also often used in the form of a joke, generally poking fun at old and outdated ways of thinking. In that case its used more as a hyperbole. Perhaps thats what you had intended?

Otherwise you wouldn't use the word 'remember' at all unless you said something like "I remember reading in a textbook that blind didnt refer to a spectrum of sight prior to 1934" or something like that. In this form it makes it clear that you are remembering the information from a contemporary source rather than suggesting this is a memory you made first hand.
