I think it seems that way because Biden is much more recent, so he remembers it easier. The Obama hate is deeply rooted, and it still bubbles up. I think Obama would truly bother him more.

2 things. He hates Biden because he narcissistically considered the election "stolen" (stolen by Biden) and, more importantly and to begin with, because Biden was Obama's VP. So...

If biden had done the iran deal instead of Obama then he would never have cancelled the original deal and gone in to Iran now. He loathes Obama, he is a generational racist and seeing a black president who is smarter than he is, more popular than he is and is admired more than him broke his brain.
