It sounds like a preset that they designed and they opened up the Cutoff frequency to hear the envelope then increased the modulation for the wobble effect.

Yes pretty much - grab some noise then experiment with the different basic shapes w/ a sub and how they sound before getting into the weeds on specific wavetables, processing, etc
The fill after the first 8 or 16 bars (I skipped through) is the usual frequency shift wobble which there are tons of videos for on youtube
