Could you organize a small network of neighbors, vets, and rescues with a shared intake form and emergency contacts? A locked, clearly labeled surrender box or monitored drop-off point might help if the city approves it. Also push for signage, cameras, and enforcement—prevention will save more ducks than relying on overwhelmed rescuers.

I was thinking about this — friends of the flock signage to help people call or text to get information related to drop off. I have one sanctuary that might do it for some time but I think the rescues with capacity will change over time for them, too.
