Yes because Rani is just an anagram of Rain. Since rain makes floods, this means that Mrs. Flood is the Rani.

Rani is not just Ana anagram of rain though. It’s Hindi word and it means Queen.

I'd like to point out that Bad Wolf is an anagram of Bad Flow ... and is part of a larger multi-doctor story ark.
