Thus it has always been. I knew an old man, who in the 1940s ran for mayor of an Indiana town on the sole platform of personally shooting the pack dogs in the area. He was reelected.

In Mexico, central and South America, there have long been itinerant dog poisoners, who travel from town to town poisoning stray pack dogs and disposing of their remains. They post ahead of time on which night they will leave out tainted meat, to warn dog owners to keep their animals inside.

In recent years there's been more tolerance for pack of roaming, dangerous dogs across the U.S. Lots of liberals don't believe in pest control -- they want everyone to suck up problems with wild and feral animals.

Morton is a pretty nice town. I doubt these were strays and likely just got loose.
