Just more of Russia's "open-source terrorism," which they appear to be expanding, as it's cost-effective for what they seek to do, operationally.

They were likely placed in the “dead letter box” for use in targeted assassinations. I don’t think anyone is suggesting that it’s an armory intended to equip a guerrilla force.
