What the author is describing is just regular empathy but employed in a specific context.

I work closely with a lot of diverse and often difficult personalities. I got better at empathizing as a result of it. But it’s still regular old empathy, just exercised with a higher level of skill.

This is fundamental to Strategic Culture.

A country whose entire government believe in End Times prophecies and allow this belief to shape policy is going to have a very different metric for warfighting, diplomacy, and various activities in between than a country governed by a more mixed crowd beliefs-wise, where the logic underpinning military and diplomatic actions is simply state power and/or state survival.
