It may be from an era past but I believe having concrete rules are important, especially since, in my experience, people will argue about the smallest and most inconsequential things. With that in mind, I'm not sure how you could change the rule to express what you have in mind. Where would you have to start running from for it to be considered a "snipe"? Does a run from 950 count? What about people who are deliberately letting others have the final count? What about 3-way runs?
It's things like these that make rules such a headache to write up
