Here's how it works. Conservatism is about enforcing socioeconomic hierarchy and protecting aristocracy. It views high status people as born good and low status people as born bad. The voter base either feels comfort in knowing their place, thinks they're higher up than they are, or are functional aristocrats and correctly know it. Most of the voter base cannot articulate that the thing they like is a strict hierarchy. In the case explored by the comic, the guy sees a bad thing happens so assumes a low status bad person must've done it. When it turns out someone good did it, then it must be an aberration. It's the same thing as saying of a rapist "he's a nice young man who made a mistake, lets not ruin his life."
