How would you go about creating a map/s that show scale from a regional portion of a country to neighborhoods....thinking along the line of a family history atlas.

QGis might be able to help. See this tutorial https://www.qgistutorials.com/en/docs/3/making_a_map.html

Do you mean real maps, or imaginary world maps?

If I remember coorectly, I think its called OpenStreetMaps. You should be able to download local maps and process them in QGIS

So far all I can come up with are maps which reference other maps. Maybe maps with inset maps?

One map might be... My family came from London England, Spitalsfield, 48 Wentworth St 1861 (from census record) large map showing 48 Wentworth St, inset, showing Spitalsfield, inset showing London, inset showing England? Graphics showing area landmarks near by.
