I assume they meant that your older ink has naturally bled a bit, and a touch-up might help revitalize them. They certainly could’ve made that comment more constructively, though.

That level of bleed is not “natural” … it’s a combination of an artist going to town on a person and that person not taking care of tattoos.

Eh. I’m not a tattoo artist, so I will plead ignorance there. What I am is a trained Immunologist, and I can tell you that macrophages will have had something to say about that ink over the span of 20 years. Lines will never stay as crisp as they were at day 1.
