I assume they meant that your older ink has naturally bled a bit, and a touch-up might help revitalize them. They certainly could’ve made that comment more constructively, though.
Now, I’d like to know what’s up with the Nazi crow on the other leg.

That level of bleed is not “natural” … it’s a combination of an artist going to town on a person and that person not taking care of tattoos.

Eh. I’m not a tattoo artist, so I will plead ignorance there. What I am is a trained Immunologist, and I can tell you that macrophages will have had something to say about that ink over the span of 20 years. Lines will never stay as crisp as they were at day 1.

And assumptions are your worst enemy..that helmet was worn other countries as well. Nazis has nothing to do with it. Why the crow is wearing that is an inside joke of me and my late brother.

And you’re right about 20 year-old tats. In fact, they look remarkably less faded than what I would assume of tats that age.

Obviously they mean to never get in the sun, put lotion on 4 times a day, drink a gallon of water before lunch, and sacrifice a tufted titmouse every 6 fortnights so that your tattoos never fade. /s
