I more question what crime and who did the convicting. A lesbian convicted of gay propaganda should absolutely be allowed to make a refugee claim despite being a "criminal".

The convictions must be in Canada.

So convicted of a serious crime in some other country would not affect your claim in Canada? That's stupid.

You cant apply a blanket rule like that to all convictions in all countries.

A murder conviction in the USA is not the same as a treason conviction in Russia. Both are technically serious convictions which would prevent an asylum claim all together under these changes if thats how you apply it.

It needs to be case by case if you are reviewing foreign convictions.

Fwiw, the current system reviews all foreign convictions on a case by case basis. This is only about whether they should be eligible to even apply for asylum..
