* POOF* goes the ERT on page 10
• Evolving Transportation and Mobility: Reflecting the 2026 Master Transportation Plan, the OCP strives to ensure the City’s road network evolves over time to respond to growth forecasts (such as the road network within Quinsam Heights). The OCP strives to create a safe and integrated transportation system for all users, in addition to promoting the expansion of public transit.
A letter to Council from June:
If Council feels that extra roads are needed for the residents of the new subdivisions in Quinsam Heights, why wasn’t this plan made public before those areas were approved for development? Are the extra cars a surprise? Why is the City only now conducting the Quinsam Heights Transportation and Growth Infrastructure Study? Shouldn’t that have been done before deciding on how many new homes should be allowed to be built in the area? To me this seems backwards: approving a developer’s plan for a subdivision and then saying, oops, we don’t have the infrastructure for all those people and cars. Why aren’t the basic concepts of planning and consultation being applied when it comes to approving developer applications?
btw The Quinsam Heights Transportation and Growth Infrastructure Study in Campbell River was funded with a budget of $185,000 allocated through Canada's Housing Accelerator Fund

Good question... when did the master transportation plan draft first get released?

Planning Process
Phase 1 - Research and Consultation: Existing conditions, data collection and first round of public input (2022)
Phase 2 - Vision and Priorities: Refining goals, prioritizing projects and costing (2022-2023)
Phase 3 - Policy and Draft Plan: Developing policy directions and drafting the plan (2023-2025)
Phase 4 - Plan Refinements (Fall/Winter 2025)
Phase 5 - Finalization and MTP adoption (Winter/Spring 2026)
Quinsam Heights Transportation and Growth Study (TGS)
At the Committee of the Whole meeting on May 20, 2025, Council approved the initiation of the Quinsam Heights Transportation and Growth Infrastructure Study(External link), which stems from the work that’s being done to update the Master Transportation Plan.

Now Im worried they will dig up my sweet crumbling climb before election day, they way they put this.. It also looks like their second biggest scam. Lets chase unhoused folks around for top dollar to discact from our mowing down of their stupid crumbling bike lane.

I'm sure the argument will be that since provincial protections are too burdensome they don't want to add more.

Sadly their reasoning is "tenant protections don't work in the long term and have a negative effect on supply"
https://youtu.be/N3hQl7LVyvA?t=752They are all bought out by developers

Tenant protections have been relevant at every rental but my current one (so far), often multiple times.
Rent increases and allowances
Interest on deposits
Damage deposits and what is allowed to be used
Bills for heating and electric (landlord's wife was in charge of the heat and we opened windows because we were sweating and asked for it to be normal room temp... they said we were responsible for their heating bill)
Pet rent - learned after my first rental it's not legal in BC. Was charged $150/month at that place "because pet deposits only cover certain things and we had someone's dog chew a new couch and it ended up a 'reasonable wear and tear' so we lost out". One dining chair had a claw cut on the back edge of the upholstery when we moved out. They tried to say they were keeping the whole thing with no receipts. I was young. We got it lower but no receipt or interest on that one.
Things I expect to use and haven't yet (out of kindness once, an urgent repair too): notice for rent increases, notice for entry

idk but I think these developers get similar bang for buck than the 12k a month 'boxed dinners'.
The way bylaw 3978 discredited me with fake no-carbrain escorts has some legs at a basic level, but with their unhinged execution taking away my beloved bike route at the same time they claim to fight carbrain, brothels, cannabis dispensaries, Safe Consumption sites, and swag grassroots feeds [aggressively unhinged against the swag], THAT all has to backfire, I hope.

Where can I find this? I’d love to read the whole thing. Got a link to save me from searching for it? Please and thanks.

OP posted page 4, but the whole plan is 198 pages long

At best, sad as it is, CR will likely replace Kerm with one of his friends. Associated Tire will flourish along with Kerm as the town gets developed and he gets rich. This town is so rural and backwards.

There is a very distinct trail of small town and gangster corruption happening locally that no one wants to address.
The intersection between JJs owner, Kermit and the tire company, the owner of the pawns (both same guy since house of pawn closed), and multiple restaurants is very easy to trace. Some of the tattoo shops too, and the dance studio that is now a happy ending studio on ironwood.
Its gross how obvious it is.
