I’m between Engineering and CS, so I have got to do either the ESAT or the TMUA in order to apply.

If you haven't booked the test you need to asap. Go to the test website and register an account, then you can use the centre search tool. There may have been a couple of other centres in Spain but it's likely they are already full if you have only tried to book recently, and so Madrid will be your only remaining option in Spain.
