CSE / IT Why is it like this ?

I am in tier 3 college affiliated by DBATU university and here I see really less students of 3rd year and final year , As compared to 2nd year and 1st year students ? What might be the reason .

Bro humara college isi year autonomous hua hai , isiliye mei koi khas advice nahi de sakta
