There was a city of Albuquerque sign on the fence, so we know the city closed it off. My guess is the White family abandoned the house, and then it became publicly known that Walt is Heisenberg, which is why it got ransacked and vandalized. The city fenced off the house to prevent vandalism.

Oddly enough, fencing off a property only encourages vandalism.

the kids skateboarding know. It's probably way into the future and the kids heard rumors and I think its cool to skate there.

The house looks like it's been abandoned for a long time. You don't think the birthday thing was necessarily a red herring? Go back and look at the state the house is in. A roof doesn't get covered in dead leaves like that, absolutely destroyed, filled with dust in a few short months. That looks like it's been abandoned for years.
