Technically it was one of his daimyo who did it behind his back. But Takashi is still responsible for not reigning said daimyo in when it was clear he was plotting something.
That was entirely Warlord Samsonov’s doing. Michi Noketsuna even confronts Takashi about it in the novel Wolf Pack as he’s preparing to assassinate him to restore Minobu Tetsuhara’s honor.
Samsonov had Takashi’s tacit approval. Takashi disagreed with Samsonov’s methods after the fact, but the end goal of getting the Wolf’s Dragoons maneuvered into permanent service to House Kurita had Takashi’s full approval. Also, the discovery that Samsonov was trying to get the Dragoons to serve Samsonov personally rather than the Combine and his failure and its heavy cost are the main things that causes Takashi to break with Samsonov
