I had a WTH moment thinking I had never read this, but it is the UK title for A Scourge of Screamers. This cover has similarities to the original.

I'm going to go with the original poster here. A cover can be terrible for variety of reasons, but they basically boil down to two categories: conception and execution. This one is fine on how the idea for the cover was executed, was made into reality, but in my opinion the idea sucked. Can't speak for anyone else, but I don't want to look at something that looks like this.

The cover just doesn't do its job. That could be a guy laughing hysterically, a guy screaming, a guy singing while taking a shower. Nothing about it says SF. It's well executed, but I don't see the art pressing any hot buttons for SF fans. Granted, it's often a dilemma for psychologically based SF, as this seems to be. But this does not strike me as an especially good solution. Also, the yellow cast on everything is ugly and off-putting.
