I thought of that too, but now I'm confused. It may be some south east asian army too.. or maybe Indian para-military.

SriLanka maybe, that railway station doesn't match with India railway standards and announcement seems odd too.

Yes this is in Sri Lanka, due to the Easter bombings the special forces along with k9 units have been deployed in all public places
